Why Non-FR Safety Vests Are Not Compliant Over FR Shirts
A standard polyester safety vest worn over an FR garment is the most common visibility fix — and NFPA 70E does not permit it: outer layers worn over arc-rated clothing must themselves be arc-rated, because a melting vest can cause burn injuries even when the FR shirt beneath performs correctly. ANSI/ISEA 107 Type R Class 2 and Class 3 Visibility
